Interim Head of Centre for Alternative Provision

Alternative provision leaders hold a job that does not look much like mainstream headship. Commissioners on one side, referring schools on the other, a cohort whose needs change week by week, and a staff team who often know the young people better than any paperwork does. When that person leaves, the things that go first are usually the relationships, and those are the hardest to rebuild.

What is a head of centre in alternative provision?

The head of centre is the person responsible for the day to day leadership of an alternative provision setting. Depending on the provider the title may be head of centre, head of school, headteacher or provision manager, but the accountability is the same: safeguarding, quality of provision, staffing, and the commissioning relationships the setting depends on.

What does an interim head of centre do?

  • Leads the setting day to day and line manages the staff team
  • Holds safeguarding accountability, including across any off site or outreach provision
  • Manages relationships with commissioning local authorities and referring schools
  • Oversees referrals, placements, attendance and reintegration planning
  • Keeps the setting within the independent school standards where it is registered

When does alternative provision need an interim leader?

  • A head of centre resigns, retires or moves on at short notice
  • An inspection or a monitoring visit has raised concerns about leadership capacity
  • A safeguarding process has removed a senior leader from post
  • Commissioner confidence has dipped and the setting needs a credible independent leader quickly
  • A provider is opening a new centre or has taken on an existing one
  • Referral numbers have grown faster than the leadership structure around them

From our experience

The pattern we see most often in AP is a strong practitioner promoted into headship without the systems experience the role needs. It is nobody’s fault, and an interim who has held the seat before can usually build those systems within a term, which makes the substantive post considerably easier to fill afterwards.

What is the difference between a head of centre and a headteacher?

In practice the difference is scope rather than seniority. A head of centre in a registered independent AP carries the same responsibility for the independent school standards that a headteacher would. In unregistered provision the role is closer to service leadership, with commissioning and safeguarding at its centre. The distinction matters when you write the brief, because it changes who is a realistic candidate.

Does a change of leader affect our registration?

If your provision is registered as an independent school, your registration details including the named head need to be kept current with the Department for Education and your inspectorate. If you are not registered, it is worth using the change as a prompt to check that you still do not need to be, because provision often grows past the threshold without anyone noticing. We would rather you asked that question now than at an inspection.

How do commissioners react to an interim appointment?

Better than most providers expect. In our experience commissioners react badly to silence rather than to interims. A short, honest call explaining who is leading, why, and roughly for how long usually strengthens the relationship. What damages it is a commissioner hearing about a leadership change from a young person or a parent.

How long does an interim head of centre stay?

Most AP placements run for one to two terms, which is usually the time needed to stabilise the setting and appoint a substantive leader properly. Some are part time where the provision is small, and we would rather talk that through with you than assume five days a week is the right pattern.

Good practice during an interim period in AP

  • Commissioners contacted by the interim within the first fortnight rather than left to find out
  • Referral and placement records reviewed early, because they are the setting’s evidence base
  • Safeguarding arrangements confirmed across every site, including off site and outreach elements
  • Attendance and reintegration data looked at honestly, with realistic rather than reassuring targets
  • A clear statement to staff about what the arrangement is and how long it is expected to last

A common misconception about interim leadership in AP

Providers often assume that an interim will not understand the young people well enough to lead the setting, and that only somebody who knows the cohort can hold it. In our experience the opposite risk is the greater one. An experienced AP leader who does not know the young people will build systems and ask why things are done as they are. Somebody who knows the cohort but has never held the accountability will keep the relationships going and quietly let the systems drift.
