Setting Up an Inclusion Base

Teacher with parents and child in a school or trust.

The June 2026 inclusion bases guidance sets a clear direction: every secondary school is expected to run an inclusion base, with equivalent places in primary, and there is real funding behind it. But the guidance is deliberately non-prescriptive, which leaves leaders needing to make careful decisions about design, cohort, and quality.

We help mainstream schools and trusts set up inclusion bases that genuinely include children, rather than quietly separating them, and that stand up to scrutiny.

What Is Our Inclusion Base Support?

It is hands-on support to design and set up an inclusion base in your mainstream school or trust, aligned to the Department for Education’s June 2026 inclusion bases guidance. We help you decide where your provision should sit on the continuum, define your target cohort, plan the workforce and curriculum, and connect it all to your inclusion strategy and Inclusive Mainstream Fund plan.

The aim is a base that keeps children as included as possible and delivers genuinely high-quality provision, not a rebranded unit.

Who Is Our Inclusion Base Support For?

It is for mainstream primary and secondary schools and trusts setting up a new inclusion base, or improving an existing one. It suits leaders responding to the new guidance and the expectation on secondaries, and those building their base into their statutory inclusion strategy.
