The June 2026 inclusion bases guidance sets a clear direction: every secondary school is expected to run an inclusion base, with equivalent places in primary, and there is real funding behind it. But the guidance is deliberately non-prescriptive, which leaves leaders needing to make careful decisions about design, cohort, and quality.
